Mr. Kowlessar joined the Industrial and Technological Benefits Branch at the Department of Innovation, Science and Economic Development as Director of Policy in 2016. Prior to joining the Branch he held positions as Senior Commerce Officer, Aerospace at Industry Canada and Deputy Director and Trade Commissioner (Aerospace and Defence) with the Department of Foreign Affairs and International Trade.
A native of Ottawa, Mr. Kowlessar is a graduate of Carleton University where he studied History and French. He is also a 23-year member of the Canadian Forces Army Reserves and has served on a tour of duty with the Canadian Army in Afghanistan in 2008.
